This paper describes how in 1998 Tampa Bay Water was created by restructuring the existing West Coast Regional Water Supply Authority from a cooperative association into a true regional utility. In the fall of 1998, the TampaBay Water Board selected a Master Water Plan that funded the implementation of $609 million of newsupply and treatment facilities to be completed by 2004, a six year period from concept throughconstruction and operation. The program includes a 66MGD surface water treatment plant, a15 billion gallon surface water reservoir, a 6MGD wellfield and 80 miles of large diameter transmissionmains. The new Tampa Bay Water will be twice the size of the former agency and include newtreatment and water quality requirements for delivery of drinking water to the member governments. This paper discusses how Tampa Bay Water took advantage of its existing strengths while adding needed skills without increasing personnel. Includes tables, figures.
